All pipes are run internally for my build. Not sure if it's going to be harder to brick & maintain a vertical plumb line with all the pipes running externally though, have you checked with your SS? Personaly I prefer to have the pipes done first and then the sarking on top. This just gives the pipes a little extra protection for the heat. Eiter way the pipes will still be on the outside of the stud wall. As long as all the pipes are secured properly you shouldn't have any concerns. I'm so use to seeing the pipes run in roof or alone stud walls, but its confident to know that this is how its done. My concern was if there was enough space between bricks and studs and also from a maintaince view...wouldn't want to be replacing those pipes anytime soon. It has to go in the wall cavity. Sometimes the wall wrap goes over it, if the plumber has been quick off the mark and been on site before the frame is wrapped, but most of the houses around here have plumbing on the outside just like this. Versaloc is a mortarless besser block system that still needs a properly engineered footing. If you just do a 400x200 footing it will fail in time.
