I'm sure other states are the same. We don't have a new build, but needed new fences on 2 sides of our property. We talked to the neighbour on one side and communicated via a real estate agent (rented property) on the other. I personally would call or talk to your neighbours face to face if you can as there are different styles of fences - lap/cap, pine/hardwood, cemented posts etc to find out what you would like, then offer to arrange some quotes (x3 or so) that you can present to them.
