That doesn't make any sense whatsoever? They don't commence projects until you have signed the contract, while getting the slab down isn't generally a delay It's the following trades eg bricklayers and roofing that's the problem. If builders are delaying the slab going down, they are probably tossing up whether to terminate your contract OT if you don't have access to addition funds for post contract variations you are a goner.
