My builder refused to allow me to make any internal change such as floor carpet. Is it the norm that no changes allowed after signing the contract? Where can I find my legal rights/obligation as the owner in terms of change after contract and in terms of quality assurance during construction. Any changes after the contract signing will incur a fee, in some cases this is close to few thousand dollars. They're not obliged to.... Supply issues are a different thing altogether. If an item you've selected is no longer available, then they obviously have to get you to choose something else.
