If it's a standard fence, they've done nothing wrong. If it's not a standard fence, you still only have to pay half the cost of a standard fence, as a couple of others have pointed out. If they got it at a discount, the paperwork would normally show that.... and you'd benefit too. It doesn't sound as though you've been at all disadvantaged. As buildingwithhamra said, there's no reason for them to contact you if all they're doing is whacking up a standard fence at the completion of their build. They're entitled to a fence, you're obliged to pay - so it makes no difference to the situation whether they told you first or not.
