They have not been installed as such. Whoever placed the windows did not place them correctly. Would be good to see a wider photo that shows as many windows a possible as well as the base of the windows. At risk of being pedantic... it could be a window supply problem. The timber frame could be right, the brickie shouldn't make the decision on how to finish to suit the gap as maybe it shouldn't be there. The windows maybe should have been 40mm taller. There's not enough information. You need the plans & elevations and the window schedule. It is wrong and it needs investigating... I would complain.
