It depends on what you mean by "building designer". My parents used a "designer" for their home - he is not trained as an architect - but came up with the general design for the home. They then had to pay more to get an architect to convert this into a construction plan.
The pitfall with some designers (esp high end ones) is that budget doesn't mean much to them! A $550k house ended up being $950k.
Of course - mum & dad's house is spectacular - their design fees were around $10k, plus architects fees of $10k.
I'm sure not every building designer is so pricey!
