The occupancy certificate issued a few days prior, but they had to pay us until they had completed all works (or rectified problems) identified at PCI, and handed over the keys. Having a COO issued doesn't mean the house is completed as per the contract, it only means that the house is habitable. You'll need to read your contract to know for sure, as it seems to vary a bit.
