I reckon the best strategy would be finding a project house which is the closest to your wishlist and then adding necessary improvements/changes, budget allowing. In our house we had to forget about having a rear balcony/terrace (would cost about 25K to build plus could have caused DA objections) and a fireplace (another 15K if the builder were to install it). Builders are different. Some include carpet and other things (like driveway), some don't. Builder's margin is 25% so deploying a carpet by yourself should be a cheaper option. However, the price for carpets varies - I've seen some types at $120 m2. Tiles would also me at $60-120 m2..
