I just paid deposit to the builder and would like to hear your building experiences with Bayside council especially on:
1. For my house, I need to do below works on my own:
b.Applying road open for drive way
c.Town planning (only for flooding overley)
e.If you know others
I would like to know in which stage I should do these works along with the whole building procedure. For example, preliminary contract, applying road open, town planning, demolishing, contract, etc. In order to save time, which one can be done first? Is it possible to apply town planning during preliminary contract, i.e. after getting the structure drawing and before selection?
2. How long did your town planning take? Did it include informing neighbours? If my plan follow council’s building schema, can my neighbours reject my plan?
3. Which level of building drawings need to be presented for town planning and what other things I need to be aware?

I am building in the Bayside right now.
Haven't had to do any of the stuff you mentioned other than Demolition.
Prior to Demolition I had to get the asset protection permit. That cost me something like $1500 most of which you get back at the end provided you don't damage council property.
Then your demolisher will apply for all the other permits related to demolition. (ie Stuff to prove you are the owner and the building is not heritage listed etc etc)
After the demolition was done, my builder was ready to start.
I also had to provide extra temporary fencing to protect two trees on the nature strip. Bayside council is really anal abou that, despite the fact of those trees being damaged is next to nothing as they are not in a way of anything.
The hardest thing with Bayside is to get the building permit for double story houses, but I think you would already know all about it given you already chose the builder and design.
Volume builders like Henley downright refuse to even try to build in Bayside as they straight away tell you that non of their designs would comply with that council's regulations.
My builder did the rest. Applied for permits, sent the consent letters to neighbours for the extra dispensations that were required etc.

Seems I need to apply one more permit, asset protection permit.
I am aware of the strict Bayside planning scheme, especially on the side setback for double story house. It's the double requirements of the standard one since the council doesn’t encourage the “box house”. However, I do would like to know whether it is possible to negotiate with it since I want to add eave to the current design. The current setback for the first floor is already around 3.5m. I haven’t got the exact house height but I have 2.7m G/F and 2.55m F/F.

I have a very similar ceiling height. 2.7 for ground floor and 2.59 for first floor.
My builder had a design specifically done for Bayside, as you say to avoid the "Box" design.
I changed a few things but the builder told me straight away what will or won't be approved.
You can apply for dispensations. They may allow it depending on what is happening in the rest of the street. In my case I applied to bring the front setback from 9m down to 7m and it was approved. That bit took a couple of months.

Hi, we are also building in the Bayside area 3 to 4 weeks away from completion, and our builder is Prostruct they are in McClelland Dve, Langwarrin and they have built us a top quality house and they build a lot in this area, so they might be worth having a look at, best to get opions from as many as you can. I am going to have another go at posting some pics for everyone.

I am building with Clarendon Homes. They used to have a design specifically done to meet Bayside Regulations. The display house for that design used to be in Sandringham on Bluff Rd, but was recently sold off, as Clarendon has stopped building their current designs in Victoria.
They have allowed us plenty of changes to the floor plan without compromising the width of the first floor - the key component to the Council's demands. We have also chosen a differen facade to the display home which makes the house look very different.
