We are currently in the last throes of sub dividing a northside block. There was an old house on it which straddled two of the proposed new blocks. BCC gave Development Approval for the sub division dependent on the old house being removed completely or moved onto one block before the end of works. We also got approval to build a new house (where one of the new blocks would be). We lived in the old house while the new house was being built. There were some problems associated with this, in that we couldn't have separate water or electricity and had to run cords/hoses from old house. The old house has now been demolished amd we are living in the new one. There were also a few problems with Optus who couldn't grasp the concept of moving the phone/adsl from the old house to the new house because it was the same address - but Telstra had no issues. You may not have as many problems if there isn't a sub division of land involved as well. Talk to council. We also have a very co-operative builder (small one) and the new house was approved via his private certifier. Council may allow it, with conditions like no final approvals until old house has been demolished or removed, or something similar. You also will have to consider any demolition control precincts, or heritage buildings. And you need a builder willing to play ball. Good luck!
