Of course, it's up each of us if we are prepared (on top of everything else) to chase the PCAs ... it's hard for us owners and they are all covered and well protected ...
BTW, in NSW there are 2 ways you can change the PCA during construction. One is by making an Application to replace the principal certifying authority to the Building Professionals Board - you need to give reasons, which (quote) "must be based on fact, refer to any negligence, incompetence and/or breach of the code of conduct for accredited certifiers by the current PCA, and indicate the events, times, dates, locations and nature of any alleged behaviour".
Another is by giving the BPB a Notice of proposed replacement of the principal certifying authority (in which case you need a signed agreement to do so from (quote) "the current principal certifying authority (PCA) for the development, the person who appointed the current PCA and the person who is proposed to be appointed to replace the current PCA"!). Fees apply (for NSW at least).
Well, good thing is that you are close to Melbourne (if that's Geelong, VIC) - which means that you could try to get The Big Kev out there !! I never wanted to live in Melbourne, but now wish I did - just because of my favourite person
