With the electricity, the contract states, "The owner agrees to nominate the builder to act as an agent in nominating TRU Energy at settlement for power connection in their name. The Builder is responsible for electricity usage charges for the duration of the building work." jimmalenko - I enquired with our SS (Big M) after lights were left on one night, and he reassured me that M pay the power bills until handover (without chargeback).
