don't be embarrased. They're kids. Mine are the same. Plus I think the metting needed it to brighten people up as it was getting quite tense. My wife Kate and I were sitting right next to you on the traffic table.

HI EVERYONE! I appreciate that everyone wants (deserves) a break, however, I am just getting revved up! This is the email I have sent off to anyone I can think of:
I have previously emailed you (see below) with regard to the proposed recycling plant at Lot 6 DP 1065574, Moorebank. The developer is Concrete Recyclers Pty Ltd / Moorebank Recyclers Pty Ltd. I wish to register my opposition to this proposal.
I recently attended a community consultation evening on Tuesday, 31 May 2011 at New Brighton Golf Course with regard to this proposal. This evening was organised by XYZ. As I understand it, developers are required to listen to and respond to the concerns of local residents through such community consultation evenings. I would like to register my disgust with how this consultation meeting was conducted. I submit that there was no genuine consultation with the local community due to the following concerns:
1. The organiser of this meeting, XYZ, claimed to have letterbox dropped all residents within 1.5 kilometres of the proposed development site. However, I have heard from some residents in the local area who did not receive any information about this meeting. In addition, almost all of the people who will be affected by this development in the future are yet to start building on their vacant blocks of land and were not contacted. As far as I am aware, XYZ made no effort to obtain the contact details of those people who have bought vacant land in the new Georges Fair development and as such has deliberately excluded a significant amount of people who will be affected by this proposed development. As such, XYZ have not made a genuine attempt to consult with a local community. In addition, I am under the impression that XYZ letterbox dropped some residents to the west of the Georges River but did not contact any residents of Milperra, which will also be affected by the development. Again, there has been no attempt to consult with the community at large.
2. When we arrived at this meeting, we were put into groups by XYZ. This was a deliberate attempt by the organisers to limit whole room discussion. In addition, the organisers had the audacity to ask half the residents to leave the meeting and come back in an hour. Neither of these demands were accepted by the residents. This demonstrates that the tactics used by the organisers were underhanded and designed not to engage in a proper community consultation.
3. The community consultation only lasted two hours. For such an important step in the decision-making process, this was insufficient. At this meeting, residents indicated that they would be willing to stay for several hours afterwards to ensure that all aspects of the proposal were discussed, however, the meeting was shut down by the organisers. Again, this limited discussion and people did not have an adequate opportunity to raise their concerns.
4. The organisers ran the meeting in a dictatorial manner and did not listen to the concerns of residents. At several points during the meeting, the organiser referred to members of the public as "rude" and deliberately did not give the microphone to people who wished to raise different points. The organiser ended up ignoring those who she knew were most passionately against the proposal.
5. The organiser spent more time discussing the procedure for the meeting than the merits of the project.
6. The scribes who were writing down points that people were saying did not take down all points that were being discussed. As such, their information is not a true and accurate reflection of what was discussed at the meeting. Again, any report XYZ makes as a result of this meeting will be inaccurate and incomplete.
7. The representative of the developer/planner at the meeting refused to answer some questions put to him several times by concerned residents. In particular, the developer/planner refused to answer a question about whether there would be a risk from asbestos.
8. Several people wished to address the audience towards the end of the meeting, including the main sales representative at Georges Fair, however, the organiser of the meeting rudely shut them down and refused to allow them to speak. If this was supposed to be a genuine consultation process, the organiser of the meeting should have allowed people to speak more freely.
9. XYZ provided attendees with a feedback form which did not have enough space for people to write detailed comments. Again, this was designed to limit feedback.
As a result, there was no genuine community consultation held at this meeting and the entire development process is thus flawed.
In terms of the proposal itself, I have a number of concerns:
1. At the community consultation meeting, the developer/planner was asked a question about asbestos being processed in the plant. The developer/planner answered some questions during this meeting but refused to answer this one. In addition, the question was put to him again and he still refused to comment. As a result, I can only assume that the plant will be used to process asbestos. As such, I totally oppose this project on the grounds that it will endanger the health of surrounding residents, many of whom are children. The NSW State Government would not wish to be liable for future health concerns that arise as a result of this development.
2. Similarly, a question was asked about toxins released into the atmosphere from this project. Whilst the air quality representative did make an attempt to answer the question, she indicated that she was not sure what types of toxins/chemicals would be released into the air and she could not guarantee what substances the discharge would have. Again, I must oppose this project on the basis that the developers themselves are unaware of what chemicals will be released and how this will impact on the local environment and residents.
3. The proposed development is in an area that floods. The developer/planner could not indicate what would happen in the event of a flood. As such, it is likely that unsafe building materials will spread through the Georges Fair area in the event of a flood. This could consist of anything including asbestos and is clearly unsafe.
4. The information from the developers is contradictory. They claim that the building materials will be crushed indoors. However, their own documents reveal that they plan to install sweepers "where trucks and people will travel" and that there are even "unsealed areas" in the development. The developer's own documentation reveals that dust will be an issue. There are inconsistencies throughout the developer's information and they cannot be trusted to properly follow any development approval they receive.
5. On a related matter, the residents of Georges Fair have purchased property on the basis that "planned streetscapes and cycle paths meet native bushland and parks" (http://www.georgesfair.com.au). The residents of Georges Fair are expecting there to be cycle paths up to the bushland area, as promised. However, these will be impossible to use due to the health risks of the neighbouring proposed recycling plant.
6. Information provided by the developer indicates that there will be an additional 324 truck movements per day but "hourly truck volumes generated by the recycling facility are very low and will have no impact on the arterial road network". This is complete nonsense. It is a blatant falsehood to suggest that there will be "no" impact on arterial roads such as Nuwarra Road, Newbridge Road and Governor Macquare Drive. I challenge ABC (the traffic consultants) to witness the traffic in this area during morning and afternoon peak hours and still maintain that there will be "no" impact by having an additional 324 truck movements per day. Even more significantly, the traffic consultant at the meeting himself stated that there are currently 1100 (from memory) movements a day at the moment. This represents a 30% increase in traffic, but the consultant describes this as having "no impact". Again, this is factually incorrect.
7. According to the plan, trucks will not be allowed to turn left into Brickmakers Drive upon exiting the recycling plant. However, no information was given on how this would be achieved. If there is merely to be a "no left turn" sign, this will be ignored by truck drivers and is unable to be enforced regularly by the NSW Police.
8. The proposed development is expected to be open on Saturdays. This is unacceptable as the residents of Georges Fair are entitled to have a weekend without the noise of the crushers in the recycling plant. The proposal only states that noise is expected to "within relevant criteria" but does not explain in practical terms to residents what this actually means and whether there will be noise heard by the residents of Georges Fair. Again, this is misleading. The fact that the developers wish to create a 4m acoustic shield, which is quite high, suggests that there will be severe noise pollution coming from the facility.
9. Visually, there are some concerns here. At the meeting, the developer/planner indicated that the site could not be seen from Georges Fair. However, their own documentation reveals that building materials will be stockpiled up to 10 metres high, which would be seen from various parts of Georges Fair, especially the most western parts, which are the highest. Also, the developer's documentation states that the buildings, stockpiles and machinery are not "likely" to be seen but cannot give a guarantee. This is something which the developer should be able to guarantee, as they should know how high their building will be. The fact that the developers are unaware of this demonstrates that their proposal has not been properly designed and there are too many assumptions in their modelling.
10. There is a concern over dust from the recycling plant. The developer's own documentation reveals there will be "likely dust from the recycling facility" (pg 3). The developer has outlined controls to "reduce" dust but there will definitely be dust produced from this project. I am asthmatic and this will affect me. Given the fact that the Georges Fair area will have young new families, this development is unsuitable in this area due to the health concerns.
11. There are planning inconsistencies here. The area is zoned E2 Environmental Conservation. It is ludicrous to suggest that a recycling plant that the developers admit will produce dust actually 'conserves' the 'environment'. As a result, the development does not meet the zoning requirements. In addition, this is not a development of state significance and it should not be dealt with Under Part 3A of the Act.
12. The developer's information overlooks the impact on land values. This is one of the most significant concerns for the residents of Georges Fair. We have also saved extensively in order to purchase land in a new housing estate. The land is already very expensive as it is. Residents of Georges Fair have also then purchased expensive new homes as well. This development will have severe impact on land values and we will not be offered any compensation by the developers. We are talking about losses in the hundreds of thousands of dollars.
In conclusion, approximately 250 residents of Georges Fair, Moorebank, Hammondville and the surrounding areas attended this meeting. No residents were in favour of this development. We know that not all local residents were even advised about the meeting. As a result, there are hundred more who are opposed to this development. For the above reasons, I would ask that you do everything within your power to stop this development.
Please keep up the letter writing/emailing. I appreciate that it takes a lot of time, however, it is for a very important cause!

Firstly, let me say congratulations to all those about to settle on their land in the Parklands release - very exciting!!
Quick update on our build - changed our bricks from choc tan to brown smooth face so that we didn't have to wear the delay (actually, I really like them!!), and now we're bricking the second storey - YAY!
I must admit I didn't stay too long last night. Once I realised the convenor was going to "understand" my concerns, and praise me for a "good question" I took the kidlets home and left hubby to take notes!!
I think the petition in a great idea, but it states that the undersigned are residents of Moorebank. Does this limit its validity to only being supported by residents of Moorebank?
I think we should form, over the coming 2 weeks or so, a working party to collate the information we have all gathered, and to note thoroughly the concerns of everyone. Now, I'm big on ideas, and I'm more than happy to help formulating reports and letters, but the logistics of getting everyone together again is not my forte!!
Maybe as a suggestion a meeting in the central park again, and we could have everyone bring their questions/concerns along with their contact details (emails most importantly) written down. We can always discuss matters on the day, but I would be happy to formulate them into a document which we could then circulate via email so that we aren't so reliant on this forum.
I think it would also be a good idea to nominate a couple of people to take this on board as a working party so that we can present our concerns a bit more concisely to the relevant bodies (eg we could have a pro forma objection letter which everyone could then send to the relevant parties). I also think it would be a good idea to ask the reps from Benedict and Investa to have some input - even if its just to guide us in the right direction. They wouldn't necessarily need to appear as part of a residents action group.
Again, I would be more than happy to help out with this.
Let me know what you think. If we can't all get together I'm sure we could coordinate things by email.
P.S. If we are going to organise a get together in the park, I realise we all won't be able to make it but I can't do the weekend of 25th June (and since I sort of volunteered to coordinate people's concerns, I guess I should be there....

Fifi, I definitely agree a group meet is in need, I do work most Saturdays so Sundays do work better for me but that being said majority rules.

Fifi I think your suggestions are great - a coordinated effort with a proforma letter is a good way to make sure we stick to the facts. If they (recyclers) fail to manage the 'dust' appropriately we will all have to forget about our al fresco eating, picnics in the park, bushland bike rides with the kids and nail our windows shut! I don't know about anyone else but I was buying a lifestyle at GF, not a prison.
Once I have gathered my research and drafted some paragraphs on these health concerns I am happy to hand them over for discussion so that we can really refine our approach and make sure that we are backing up our claims with evidence, even if it's from overseas cases.
I will also try to contact B#$%t T@*&^%$#, who ran and lost in the local elections last year (I taught his daughter two years ago) to see what his take is on this and if he can give us any pointers (he is Labor, though).

I would like to make a proposal that we form a committee and have a meeting one night in the next few weeks to brainstorm ideas on how we are going to attack this situation. We need to get the important people involved...... I am going to pay a visit to the sales office probably on Friday to see what the developers (Urbex and Investa) are doing about this..... if they so vehemently oppose it as J stated at the meeting, then I want to know what formal steps they have taken to stop it from happening.
We need to get on the backs of the planning authority as THEY are ultimately the ones making the decision.... I actually think once our committee is formed, and we have a full and frank document detailing all of our objections and the basis for those objections, we should then formally present it to a representative of the planning authority.... I think we have a better chance of them taking into account our concerns if we force it on them with 'people power' than if we send letters or emails.
I volunteer to chair the first meeting if need be.... unless someone else wants to do it.....perhaps we could meet at the golf club (with their consent).
Also, rather than communicating wholly over this public forum - if those who are interested want to PM me their email addresses, we can set up a group where we can freely discuss things without it being on the world wide web.
If preferrable, we could also start a private forum (I have a bit of experience doing this and could set it up in an hour).
Let me know your thoughts....

Hi - can you let me know if and how others can get involved with your committee. Myself, my daughter and son in law are keen to be involved to stop this development but we want to make sure that we don't duplicate what others are doing and also that we capture and research all of the issues. I am strongly against this development for all of the reasons raised so far and it seems totally incomprehensible to me for the developer put this development forward for approval when they have to mitigate so many risks. Why wouldn't the developer find a location without any risks??? The meeting the other night was only for the developer to collect our issues so they can mitigate all risks. I worked for a bank most of my life and this is exactly what we would do before say introducing new fees. The only way forward is for us to gather factual information to present to the independent body who are reviewing the development application. Unfortunately, our complaint based on emotions won't get us across the line. We would be happy to help in any way we can.

Just so you all know, not everyone that is on the new forum will be from the forum, as friends in the estate have also been invited to join, so there are other existing residents on there as well.

As you and many others are totally opposed to the recycling proposal at Georges fair I have sought advice from the General manager of the Council about the calling of an extraordinary meeting of the Council to rescind/reject the use of the Council roads by the developer. Once this is obtained I will advise you one way or the other. I also have doubts about the using of part 3a of the Planning Act.
