You are not allowed to allow water to flow onto your neighbours property, unless that is the natural fall of the land, i.e. you live on the side of a hill. So when you are landscaping, you need to have the fall of your house going towards the street (or whenever your stormwater catchment is) or you need to install yard pits to transfer the water to the street.
