Interesting... is there sand around?
some of the coastal slabs we have done had to be delayed,
... because the finishing of the concrete is affected by the continued sand intrusion
and if you don't mind a sandy floor
aside - Wind is very moisture striping and cures the surface before the bleed water has formed.
This can cause surface crazing... and as water is often used to help 'finish' the surface on a windy dry day,
and this pulls up the cement from <10mm down... but in the end you will still have chatter marks from stone

Thanks for the insights, that makes perfect sense, and yeah, I will be leaning on the experience of the excavator operator entirely.
