Things like generating the docos, having staff price items and changes, estimating site costs, the time with the sales people etc.etc. Yeah that's pretty much how it was for us building with M3tricon. We paid the $1000 for soil testing, but it covered everything up to contract stage and then it comes off the price of your first deposit payment. So wasn't really an issue for us. I guess it would only really be a problem if you pulled out and wanted it refunded, but so much work is put in drawing up estimates and plans (on top of soil testing) before contract I think it's pretty fair.
