The big thing to keep in mind when looking at all the other information out there - is that in Victoria, our standards in regards to building construction have changed quite a bit just in the past two months in response to black saturday - whereas I don't think they have in other states yet.
Either way - the only published information out there so far on the new victorian standards is on the building commission website, or by purchasing the actual Australian Standards document AS 3959-2009. This is the newest standard and it replaces the AS 3959-1996 (listed in one of the above links - this is the standard that has the 4 levels of low medium high extreme and has now been superceded.) I think the new standard has 6 levels and stricter requirements.
I was told apparently all of Victoria is now affected by a BAL rating, and it will most likely need to be assessed no matter where you build. There is heaps of great information and publications out there about building in bushfire prone areas however if you are in Victoria I guess just make sure you are familiar with the new standards as well.
For example I am not affected by the wildfire overlay listed on the CFA website on my block of land, which led me to believe I might not have much of a BAL rating, however it looks like my rating will be a BAL 19, which although it isn't high/extreme, it also isn't low risk, and will cost me a bit more than I had hoped.
