For the kitchen, laundry, bathrooms, there should be a plan with "views" of standing inside of each of these rooms and "looking" at each wall of the room. Each of these "views" should be a drawing of what goes on that wall (e.g. cupboards, cooker, sink, dishwasher, fridge/freezer recess, applicances cupboard etc etc for the kitchen). That is your starting point (and that's what should be included in the builder's price): You can then discuss with your builder what (if anything) you want to change. If you take things out, you should get a credit. If you add things it'll cost you more. Our builder's kitchen design was so good we changed nothing . But in the bathroom and toilet we made some changes: added more/larger towel rails, added a cupboard underneath/around the toilet sink, glass shelf in the shower. Ask the council if there is a chance of getting build over easement exemption. Sometimes easements are unused and 24cm is not all that much. Good luck.
