The banks, especially for those big 4 banks, won't let you get any extra allowance or payback from builder in order to avoid ppl being over-estimated their borrowing power... It's not about culling on borrowing power but over-capitalisation which is when spending on improvements does not result in increased value. For example, land purchased at $150,000 and $250,000 spent on building a home on it, its market value may only be $365,000 especially if you are in an area where there is not much turnover (sales).
