Also, they have heard from council that it might take a few months of teething issues before it runs smoothly. NSW Govt has only just started doing the training programs, bit odd considering it has gone live. I'd love to go for the new code but it's looking less likely, even though I'll be ready to go to council in the next couple of weeks. We qualified under every item except one which was that our fill wasn't retained instead padded out.
To me it honestly makes sense but of course councils would more than likely disagree as they lose some control yet have less work to do No matter what the council says though I believe as long as you comply you can use the new system. Councils like to have their own rules and don't like it when the next level of government above them dictates what they can and can't do in their own area. They definitely don't like it when that next tier up is basically telling them they should be doing things faster. That's right, council can't tell you which one to use. Builders should also be giving credits to those who go through the complying development process as well because it is supposed to be substantially cheaper than a DA. As far as I can see, we'd satisfy every condition of the complying development checklist so I can only hope we get to go through that process, even though our council is quite good on the turnaround of DAs. EB would say they can't start until Aug/Sep due to too many contracts because they will only allow themselves to have a certain amount of houses being built at any given time. If The Ponds is any indication, they have dozens on the go just in that development already. Quality control is a real issue and if you force yourself against that quality control process, you'll end up with a bad product. EB will just not send your application to council, that's how they'll get around the 14 day start period with CDC issue.
