I upgraded the wall insulation batts into the golden R2.0 batts and the Sales Quotation says that the batts will be only for the external walls.
Is that normal when quoting wall insulation batts ? I thought it'd cover the whole house

Thus this is normal.
If you require batts to prevent noise from travelling from one room into another then internal walls can be insulated. Examples are Theatre rooms, bathroom and laundrys.
