I just wanted to know if they can do this. Send out letters due to them not making progress due to slackness of not having tradies available. The builder usually don't bother sending you a letter to let you know it is late (from my experience). I wouldn't worry. There should be a contract time in which they have to finish build or they would pay compensation. Sometimes there may be no activity and then there may be times where there are heaps. Why not give your SS a call and ask for an update? However we have being keeping close tabs on progress and don't see that it could really slow things down more than a few days.
A cynic might think that the builders are using this as a pre emptive excuse in case they go over time and don't want to pay any penalty fees. my understanding is, if it rains for 1 days, the builder is entitled to delay the construction for 2 days. Their excuse is, they need extra day for it to properly dried - which is nonsense in my opinion.... if you need to check how many rainy days in the past X month, have a look at www.bom.gov.au, but you will never win the game. As for Sydney, even if it rained for 5mm in great western or far south, it's considered a rainy day to the builder...
