The biggest problems may come from specifying plumbing and electrics to be completed to a certain level and I guess they'd be very reluctant to handover these services without it being complete/licensed.
Although I know of people who have been successful enough to have things like kitchens taken out of the package. But in their situations they've either formerly worked with the builder or have some affiliation with them. They replied "we only drop one trade" (this would have been tiling or painting). So the builder missed out, we modified/copied their design and built the house.

We will ask the builder prior to signing up. Our problem is we don't trust the quality of installation for bathrooms and kitchens from our past experience with another house. in that instance, they put vanities onto the floor then tiled around them, moisture then got in and expanded the wood and cracked the tiles, Also, the grout lines of tiles did not line up with the floor or wall or bath hob and we thought it looked quite bad.
