This is common and having worked at Burbank this is what is done. This is because the solar contribution (i.e the percentage of water heated by the sun over 12 months) falls below 60% which is the requirement for solar hot water installations / systems under the building regs. Hopefully I can get alot of advises from everyone who has been dealing with burbank previously. Currently, burbank sales consultant has provide me a land + home (Hayman 1800) with a quote of ~$350k AUD. I understand that the quote price will be an estimation price. I will have to pay the $1000 deposit before Burbank can provide me the "real" price. I am wondering will there be any massive hidden costs in Burbank? If yes, how big the differences will be? If the site costs are fixed, then you are worry free. If not and it happens a lot of rocks in your property, then preparing to pay a large amount of money. Apart from that, in my experience, the colour/electrical selection can easily cost your extra $10-20k since the inclusion is never good enough. I agree with aurora here...just get a tour of the house from the SC and ask what is std and what is an upgrade.
