That is a serious escalation in site costs, they should have a damn good reason why. I would presume it's due to fill or slope (even if it looks flat, it may have been made to look that way), but, you need to find out and get a good reason. I do not trust any builder with site cost estimations myself. It's too easy to fudge it.
