Most project homes just install the cabinets and then tile. It's quicker and easier. Ideally the cabinets (particularly kickers and panels) would sit on top of the tiles but not many builders do it because it would require a call back by the cabinet maker after the tiles have been laid. The reason I personally prefer to tile or have flooring done first is because I like the clean look of the panels and kicker sitting on top of the flooring. This is especially important with timber or hybrid floors because then you don't need ugly beading around your kitchen cabinets. I use solid plinths on my cabinetry not plastic feet, so typically I put in the plinths and cabinets but leave off the panels and kick board faces. Then the flooring gets put in and run up to the plinths then I'd go back and fit the panels and kicker faces and integrated dishwasher if there is one. Those panels aren't then locked into the floor by tiles. If you tile before cabinets then you just have to pay for tiles and laying for areas that are going to be covered by cabinetry.
