Builder withholding compliance certificates

Hello Friends,

Need help how can I resolve this issue. I am building in Victoria state..
My builder asking too much variations after getting lock-up stage payment and project on hold for 3 months, so legally I have terminated contract as I lost trust even though paying him may not complete construction in good quality/on time. I have tried to get certificate like under ground plumbing works from Land surveyor however builder refused to give, I have send him an email with the date to send all compliance certificates whatever works builder carried out.

My main worry if he doesn't provide certificates, is there a way I can obtain these from him? any advise will be valuable here.

did you have a certifier for this job? they may hold a copy if they had to approve and should pass them to you, or the plumbing department/land surveyors who did the approvals may release under foi may be, am not familiar with victorian rules, or go to VCAT for contract dispute.

I do have building surveyor, I am seeking these through him because he is one will provide occupancy permit upon completion of constructions. Don't see VCAT is the solution because it will ended up taking more than a year. Thanks for your quick reply.

You need to find out who is the plumber and then contact VBA plumbing section for assistance
