Yes you are correct, unless there are outside works which form part of the contract such as landscaping or driveways, and importantly, the work delayed is on the critical path. Basically, once you have lockup and all external building works are completed such as external walls, paint etc rain delays can not apply, and then you can only apply them to work which is on the critical path. For example, if the driveway is part of the contract, but it rains whilst they are gyprocking, as the driveway is not on the critical path ( generally driveways are done right before handover) they can't legitimately claim a wet weather delay as the rain has not stopped them completing the internal walls ie the critical path work. This can apply to any external works such as balustrading, pool tiling etc which wouldnt be completed until the end.
