Duplexes with Temporary Underground Services

I am currently building a Duplex in Ryde Council area with a project builder.

After the electrical appointment, I was quoted additional Temporary Underground Power Services Provisions to 2nd dwellings for around $5K due to the area is under Ausgrid. This cost doesn't include the permanent power connection to the 2nd dwellings upon subdivision approvals.

My questions are below;

Is it normal for builder or electrical company charge us for this temporary power to the 2nd dwellings (It should be ready to move in for all the building cost mentioned in HIA tender)?
What if, I don't want to proceed with them and will I get no power supply to the 2nd dwellings?
What is your experiences in dealing with such situations and any recommendations?

I just read your post and I find this situation quite strange.

When we build, we get a temp pole for construction which becomes the permanent pole for one of the dwellings. Depending which Level 2 contractor you use the cost is normally between $4-5k. The level 2 contractor sends us the the paper work and applies for a connection.

When we are ready for the 2nd dwelling, they come and install a second pole for a similar price. You need this connection so the electrician can connect and test everything.

In your case it sounds like they are doing a temporary connection for the second unit and then you have to apply for your own permanent pole.

You need to find a level 2 electrician early as the wait can be a killer.
