Is it during construction Yes during construction early. I don't know exactly why but I believe it is for the tradies not to be walking on wet slippery ground around the outside of the slab. It would be good if a builder would tell us why the artificial gravel ramp is put down, I can't find any info regarding it. No its actually one of the worst thing for the footings as it allows water into the ground but prevents it from evaporating so over time the soil at the edge of the slab becomes very wet and can cause slab heave.
