Ask the builder to confirm they have the occupancy certificate with a sceenshot before agreeing to your PCI date. Get an inspection done well before PCI however most items identified will probably be only cosmetic. Any significant defects should have been identified and rectified before the builder claims practical completion. Don't expect much service after handover. Best to get any minor issues addressed in the 2-3 weeks between PCI and handover. Dont be distracted by the 'Scotch blue tape game', focus on any significant issues, not the little paint blemishes easily touched up - perhaps even left there on purpose! If there are significant issues then the builder has some time to attend. I have been in situations where the owner has had no prior independent inspections and I was brought in for a pre final and "whoa", significant and major defects were discovered and there was no chance of a handover. It gets complicated when the owner is already vacating rental and has booked removalists. As for the builder, read your contract and follow handover protocol.
