If there are significant issues then the builder has some time to attend. I have been in situations where the owner has had no prior independent inspections and I was brought in for a pre final and "whoa", significant and major defects were discovered and there was no chance of a handover. It gets complicated when the owner is already vacating rental and has booked removalists. As for the builder, read your contract and follow handover protocol.
