It's purpose is to direct the water coming off the window and out of the track out on to the bricks. It is meant to keep water out. The DPC is located lower in the wall, it sits at the base of the weephole and runs up the wall against the frame, but under the paper, it's purpose is to direct any moisture that does get into the cavity out through the weepholes.
