The expense should also be upon the builder that caused the damage. If they do indeed build a new wall right on the boundary then that's not such a bad thing because you will get <>200mm more space on your block. Moving the wall by 200mm might sound like a small thing, but some councils are very pedantic about retaining walls in relation buildings and boundarys.
