Builder told us a drainage plumber whom they have engaged at the initial stages of our build completed the work but now refused to issue a compliance certificate. They have had various issue with his work ethics and have since parted ways. Apparently the work had been done properly and our independent inspector did not raise any issue with drainage so far. Builder has now lodge a complaint with VBA but has been advised that the process will take weeks or months. The build (in Melbourne) is now complete but we can't move in because of this. Refusing to supply a Certificaye of Compliance is not looked on lighly. The only way to know whether the drain (sewer) and stormwater pipes are compliant and sound is to have a CCTV inspection by a good plumber.
