The builder has stated we need to complete our own earthworks (due to the slope) and once the earthworks are complete (to create a level building pad), they'll conduct a new soil and contour survey before finalising their engineering. Our earthworks company (quote complete, deposit paid), is now getting cold feet and have asked for the builder to sub-contract to them (rather than independently contract to us as owner), as they are worried they may get blamed for possible future foundation issues. I've taken this to the builder but they are adamant that the owner (us) needs to manage the earthworks, and since they will do their own soil / contour / engineering, that there is no risk that the earthworks contractor will be blamed for anything. Is there anything more I can say to the earthworks company to reassure them? Secondly, the earthworks contractor has previously said that they'll only begin once they receive notice that the certifier has signed off on the house siting and nature of the earthworks. Is this normal? What if I wanted to do earthworks without building a house, what would the process be in this case (i.e. submit a separate development application to council)? I feel like the earthworks only starting after the certifier will add potentially months to the process. Thanks in advance!
