hydronic underfloor heating

hopefully a plumber will see it here
just curious in victoria
is it legal for owner builder to install underfloor hydronic pex tubing in timber subfloor
and then have plumber make final connection to boiler
as there is a lot of labour involved in just laying out the tubing hoping owner builder can do this part
What will it be heating? No concrete?
timber particle board subfloor, then hydronic pipes set in plywood, then finished engineered hardwood over the top, and screed with tiles in wet areas
more concerned with installing the piping which i estimate will take several days
