Previous house had been using NBN before demolition. Demolition obviously destroyed everything including cables and NBN box (or taken away by previous owner/renter). I had to sign up a new NBN plan from internet providers. Tried to explain the situation to internet companies, most were hopeless and not willing to set up during construction. At the end TPG helped out. So I signed up their cheapest NBN plan and told them I need new equipment and new connections. New NBN box arrived. NBN appointment booked and NBN technician came out to site. Technician saw the situation and told my builder what we need to do. We had to dig a trench from front boundary to the house. TPG booked a second appointment with NBN a few weeks later. Technician came out again and connected/installed everything. I haven't tested the internet because no one needs it and house still under construction. But TPG said their testing end shows it's working, and I've been charged since then. It didn't bother me. Yes my builder's electrician did the conduit. You can always give NBN a call to confirm.
