Suggest you get a 2 metre straight edge and check the rest of it against the NSWDFT allowable tolerance. Document your findings with suitable photos. Make sure Better Built Homes levels it, and you personally check its done, before floor coverings are installed. What does your private inspector say about this?

Wait until the cabinets are in and see if the hollow section is noticeable in your walk way, if it is ask them how they intend to fix it. If the hollow under the cupboards its a major concern to you (structural it's not a problem) ask the builder to put some self leveler in the hollow.
