I am in the process of building my first house and we just recieved a letter from our neighbour asking us for permission on the following.

As some of the building works are within 200mm of our common boundary, we require your consent for the following:
- As a result of the adjoining property dwelling being constructed on the boundary acting as the fence line, we acknowledge and agree that a fence in this area will not be erected during construction.
- The construction of our concrete slab
- The construction of a brick wall when completed which will form our new boundary line.
- Rendering, painting and cleaning of the brick wall.

If I am reading this right, are they asking us permission to build their house 200mm from the shared boundry line? And if so, that they want to extend their wall the length of the property? How tall is this wall allowed to be? We want to keep maximum sunlight in our backyard, as we are a north facing backyard.
Can I just say no, and they have to redo their plans? Other than po'd off neighbours, what could the fall out from this be?
This line is my east boundary line, their west boundary line. Our house is currently 1.26m from the boundary line (we are doing a small house on a larger plot so we have outdoor space).
If thats the case, what're my rights? I don't want their house butted up against our boundary line - I want privacy. I don't want a brick wall lining our property either.
