Weep holes around drop edge beam

I am in the process of organising landscaping for our newly built house and have a question regarding weep holes and the drop edge beam.
We have a drop edge beam around most of our house as it had to be raised for the hydraulics works and now I need to make some changes to the surrounding landscape levels.
We have two rows of weep holes:
- one row at the base of the drop edge beam (yellow circle); and
- one row at the finished floor level (red).


Both rows have the black plastic moisture barrier installed.
Only the top row has the green termite barrier (green line in photo).
My question is whether by covering the bottom weep holes with cement we would cause any moisture issues?
The landscaper is also looking into this for us, but I wanted to reach out to see if anyone has had to deal with this type of scenario.
