Building A New House

Hi home builders
I am in the process of house construction in Victoria and attended final walk through recently
I realized when the yard was "levelled" there was a significant amount of sand and crushed rock (used during construction) spread across the yard instead of being removed by the builder.
Does this not qualify as excess material that the builder should remove before handover? Please assist?
