Was hoping someone with a bit of experience can help me interpret the following planning requirements of the Kingston Council in Victoria. Iam looking to build a double storey on a 15.3m wide lot. The house itself is 12.3m wide on the ground floor . The first floors footprint is slightly narrower (< 11.5m). This leaves us with a max setback of 1.5m on the ground flooer either side and approx 2m for side setback's on the first floor either side. Given the house we want to build is a 2 storey home im assuming a building height of about 8m, which means we will need a setback of about 3.1m each side (see calc below)
= 1m + (6-9-3.6)*0.3m + (8-6.9)*1 = 3.1m
3.1m of setback on either side of the house seems quite an excessive amount - that is 6.2m wasted space. Given most double stories these days are essentially boxes, i suspect that the particular house design i am looking into will not meet this planning requirement.
Am i missing anything here ? Or do i need to look for another home design?

A new building not on or within 200mm of a boundary should be set back from side or rear boundaries: At least the distance specified in a schedule to the zone, or If no distance is specified in a schedule to the zone, 1 metre, plus 0.3 metres for every metre of height over 3.6 metres up to 6.9 metres, plus 1 metre for every metre of height over 6.9 metres.
