The lack of eaves isn't an issue, it's done all the time. You don't need to fence along the garage as the garage wall is on the boundary line. The fence will run up to the garage and stop then start again in front of the garage if you want a front fence between the two properties. It sounds like you will need retaining to other areas of the block and that will be your responsibility.
