Given that you have a need for both OSD and a retaining wall, have a look at the tanks in the link below. The tanks double as retaining walls and can also have a top garden or even water features. The smallest height of the tanks available is just over 1 metre.
OSD is done by a hydraulic engineer, is super easy to do but expect to pay heaps. The tank company should have their own hydraulic engineer, I would be very surprised if they don't.
