Let's say you decide not to stick to it, what about your neighbor does he agree too as he will be pay half of it. For some reason I also thought that the colour choice was limited too but can't remember why. A friend of mine (who also has a block in the estate) has a contact in Council (funnily enough the contact has a block as well) so I heard about it when it happened but haven't actually read it in the final version.
