I think whoever read the meters really couldn't be bothered that day and just guessed it rather badly. They probably didn't even go out to site but just put in some random high number so that you would call to dispute it - think of it this way though, if you did pay it then you will not be paying for it again for a while until the meter catches up to the 'initial reading'  'A bottle of wine contains more philosophy than all the books in the world.'
