Just have to stand there on public land, politely handing out leaflets, not causing any trouble or forcing them on anyone who doesn't want them. Don't say anything nasty about your builder, just show the photos and state facts. If the thought of losing a sale doesn't get them to sort out your problems, then I don't know what will!
