I was reading online that you want to be hitting rock by 1.8m? Nope, you would still need piers unless you want to dig out 0.8 m of soil in order to place your footings on 150 kPa clay. If you are going in with flat rigid slab, you could probably be okay with digging out only 0.3 m and building on top of silty sand, but this removed soil would still have to be replaced with 30 cm layer of well compacted sand.
